      SPRING Project     


 

Due to the need to reduce drugs-related crimes, recognized as an important policy objective in Europe, SPRING aims to contribute to prevention of this kind of crimes, in order to guarantee security and public order, and to reduce its social costs. In particular, SPRING actions will contribute to: fight recidivism of crimes committed by IDUs and drug addicted in urban contexts and in juvenile age; to reduce the number of new potentials drug users and therefore to reduce new potentials drug law offenders; to disseminate and exchange best practices about alternative measures & treatment programs (with a special attention to music therapy) and about prevention campaigns; and to promote the understanding of EU policies in this field, among local authorities and NGOs. SPRING intends to achieve these objectives by realizing firstly activities of analysis and research (in order to identify the best practices to exchange). In a second time, the results of the research activities will be applied into: a pilot action to validate the best practices identified in the use of music therapy and a European prevention campaign on information and awareness on drug risks addressed to young people. Additionally, in order to promote the understanding of EU policies on prevention of drugs-related crimes, SPRING will organize a workshop specially directed to national authorities and NGOs. Dissemination activities will play a key role: promotion of conferences, discussions and knowledge-base in which the results of the project will be presented will be the core of the project.  

The project will be managed by the consolidated partnership of Comunità Fanelli (Italy), ISES (Italy), Bulgarian Gender Research Fundation (Bulgary) and Interfusion Services (Cyprus). The activities will be realized in all the participating countries.

The project activities will last 36 months and will directly involve youngest adults (15-24 years old) drug law offenders under alternative measures & treatment programs, youngest adults in urban contexts to prevent them to drug use, national authorities and NGOs operating directly with drug law offenders.

The project expects to contribute to the development of the Community policies related to the prevention of drugs-related crimes and to the identification and exchange of best practices between Member States. In particular, the main SPRING’s expected results are: a project web-site, a manual on best practices, a report on the pilot action, the material of the European Campaign, a workshop, a final conference, 1 network meeting, the project coordination and evaluation Skype conferences and all the final reports (technical, financial, evaluation and of the meetings and actions).

All the project results (outputs and deliverables) will be set out in order to be sustainable also once the project will be expired.

SPECIFIC PROGRAMME "CRIMINAL JUSTICE" (2007-2013)- CALL FOR PROPOSALS 2009 JLS/2009/JPEN/AG - SPECIFIC TRANSNATIONAL AND NATIONAL PROJECTS


TITLE: Identification and dissemination of European best practices about the restorative justice and evaluation of the role and application of the mediation and the alternative measures in the EU member states.

GENERAL FRAMEWORK:

The overall objective of the project is the collection, dissemination, promotion of good practices at transnational level on programs of restorative justice and mediation and the non-custodial treat-ment measures. It should also highlighted the aim of contributing to the adaptation of participat-ing countries legal system as promised, in particular, the application programs of restorative jus-tice and mediation (see the European Union Council Framework Decision on the position of victims in criminal proceedings, 2001/220/JHA of 15 March 2001 and the Resolution on Action Plans to implement the Vienna Declaration on Crime and Justice: the new challenges of the twenty-first century, the United Nations General Assembly - No 56/261, 31/01/2002, and the resolution on the Basic Principles on the application of restorative justice programs in criminal matters, Economic and Social Council of the United Nations No 15/2002).

OBJECTIVES:
Specifically, the project aims to:
1. Identify pathways of excellence in the treatment of:
a) children (14-18 years) and young adults (who have committed the crime aged less than 18) borne by the juvenile justice system.  
b) adults in execution of punishment that may have initiated pathways of reflection "about possi-ble remedial actions for the consequences of the crime" taking into account the rights of the vic-tim.
Participating countries should identify measures that include: for children and young adults, pro-cedural interventions aimed at reducing the use of imprisonment as advocated by the Standard Minimum Rules for the Administration of Juvenile Justice, VII Congress of the United Nations Bei-jing, 1985; for adults, alternative measures to detention, as recommended by the resolutions of the Council of Europe and the United Nations.

2. Comparison and Evaluation of the effectiveness of interventions delivered for children and young adults.  

3. Test the operational procedures system used for the most representative cases especially in re-lation to the inter-institutional collaboration between operators involved in juvenile and ordinary justice and police, courts, local services, etc..

4. Verify the system of rules and regulations affecting international resolutions: training of media-tors, procedures for the protection of the parties, legislation to protect the rights of victims.
5. Verify the effectiveness of interventions implemented in the field of the restorative justice and mediation in the juvenile justice system and the ordinary justice.

6. Building a vision of restorative justice and a shared methodology of work between all profes-sionals and institutions police.

ACTIVITIES:
1.    Analysis and mapping of experiences of restorative justice and criminal mediation.
2.    Analysis of the mediator system, their cultural profile, training and experience in the field.
Organisation of focus groups on the integrated working.
3.    Organisation of multiagency focus groups on the restorative justice.
4.    Creation of a scientific-technical board for the monitoring of the actions.
5.    Organization of seminars and / or study visits in the participating countries with the in-volvement of experts and institutions
